“What can we do now to make sure this doesn’t happen again?” Sen. Maria Cantwell , Chair of the Senate Committee on Commerce, Science and Transportation, asked. Ranking Member Sen. Ted Cruz questioned why the system upgrades still haven’t been completed since the agency first started the transition a decade ago.“It does take a while,” Nolen responded.
