Advocates say Houston is underrepresented on regional council. They have a petition to change that.

The proposed charter amendment would have Houston withdraw from any regional planning group without a proportional voting structure based on population size. The goal , organizer Michael Moritz said, is to compel H-GAC to revise its voting system.

The same year, H-GAC’s Transportation Policy Council, which doles out federal transportation money, approved support for a now-$9 billion plan to rebuild Interstate 45 despite strong objections from Houston and Harris County leaders over concerns about dividing neighborhoods and displacing residents and businesses.

The Mayor’s office declined comment on Houston-Galveston Area PAC’s proposed charter amendment and petition drive. “I'm doing the best I can to kind of work from within and build relationships with the other members of the board, so we are all looking out for the best interests of the region,” she said.

Moritz said that while the group's ultimate goal is to have H-GAC change its voting structure, the city could decide to withdraw from H-GAC but still continue to receive funding underon metropolitan planning organizations until a new regional planning group is created.
