It won committee passage by a 9-2 bipartisan vote. A companion House bill passed the committee on a party-line 7-4 vote. Committee Chairman Dave Argall, R-Schuylkill County, said due to the complexities of these bills, a decision was made to advance both bills out of the committee for consideration. They were first used in Pennsylvania in the 2020 presidential election as a result of a state Supreme Court ruling and not an act of the legislature. At a House hearing last week, a Department of State official said there were no plans to change any of the guidance to county election officials regarding drop boxes for the upcoming election unless ordered to by the court where litigation over them is pending.
This measure would take Pennsylvania backward by restricting voter access to the ballot box when it should be looking to expand opportunities to participate in elections, said Sen. Anthony Williams, D-Philadelphia. Meanwhile, the governor rejects the claim that ballot drop boxes, which are widely used in other states, are not secure or encourage fraud, said Rementer, his spokeswoman.
Republican lawmakers have pointed out most of that grant money was directed to counties that tend to have a large Democratic turnout. Department of State officials said all counties were eligible to apply for it. That response didn’t allay lawmakers’ concern about outside groups trying to influence in election outcomes in Pennsylvania.
