Jacksonville City Council voted 16-3 on Tuesday to make it illegal for someone to stand in the median of a road for an extended period of time and to physically interact with any car on a roadway that isn’t legally parked.

Violations range from a fine up of $100 and an education notice from the Sheriff’s Office to a trespass warning and an arrest.“It doesn’t outlaw panhandling in the city of Jacksonville. It’s essentially a mechanism to keep citizens safer by regulating activities in the median in public right of way in our intersection where it’s dangerous.”, Carrico said.Council Member Reggie Gaffney Jr. was one of the three no votes on Tuesday.

“I think the timing is terrible. We are o the edge of post-pandemic and I think a lot of people are homeless. They need to be there on the corner. They don’t have a source of income, they don’t know where to get food at, going on the corner is the only option.”, Gaffney Jr. said.Rich Jones is the Host of Jacksonville’s Morning News.
