As sport faces critical challenges related to fatalities and racing integrity, Del Mar becomes beacon

As CEO of the Horseracing Integrity and Safety Authority, Lisa Lazarus is playing the role of lion tamer in an industry once splintered by a tangle of multi-state rules, mismatched standards, spotty enforcement and old-fashioned stubbornness.

. “They’ve maintained such a strong safety record. Really a leader. They care and they address things. You can’t ask for much more than that.” Josh Rubenstein, president and chief operating officer at Del Mar, said the track has invested more than $3 million in safety initiatives alone since 2019.“California had its challenges,” Rubenstein said. “It really took a change of culture, along with implementing significant reforms. I think the rest of the country is seeing it. There are growing pains. It’s not easy. It’s not a simple fix. It takes time.

The multi-state suspension fights with trainer Bob Baffert, the most recognized name in the sport who saw initial 2021 Derby winner Medina Spirit disqualified for a banned race-day substance, dented the narrative as well.“The line, ‘You’re only as healthy as your weakest link, it’s true,’” Rubenstein said. “When things happen negatively outside of California, you get painted with a broad brush.”“Lisa, she’s got incredible patience,” Rubenstein said of Lazarus.

“Something that might not be a positive test in one state, but is in another, the disparities no longer exist. Everyone faces the same fines and same sanctions.”
