California will allow voters to change their party affiliations as late as Election Day, a move that could have major implications for the large cache of delegates up for grabs in the state's upcoming Democratic primary.
Democratic Gov. Gavin Newsom signed legislation on Thursday, effective immediately, doing away with the previous cutoff of two weeks before Election Day. The move could open up a myriad of possibilities for rival strategists to make a ploy for the biggest single delegate prize, as they already have in other states.
