Rachel Morineau was selected from a pool of eight applicants during a six-hour long appointment meeting
Community engagement expert Rachel Morineau will temporarily represent Chula Vista’s District 4, the seat left vacant by former Councilmember Andrea Cardenas, who pleaded guilty to felony charges in February. City Council members unanimously appointed her on Thursday from a pool of eight applicants. The appointment is effective immediately, and she will be sworn into office next Tuesday. “This is just unreal,” Morineau said from the dais after thanking the council.
The city’s southwest region, District 4, lost its representative when Cardenas resigned in February amid allegations that she and her brother, Jesus Cardenas, who helped her get elected in 2020 through his political consulting firm, illegally obtained thousands of dollars from a federal payroll protection program and the state unemployment department. Both pleaded guilty. Jesus Cardenas was recently sentenced to a combination of work furlough and home detention.
