Uses of force are up slightly over last year, the report said, including nearly double the amount of times where officers pull guns on people. The report also flagged issues with the department’s failure to analyze data it is required to track, a consistent issue mentioned throughout the report. “There is often minimal analysis and insufficient commentary on deeper questions that could inform or leverage change,” the report said. “We cannot envision a clear path to compliance without regular, robust analysis and application of these data for continued improvement.”The Office of Professional Standards, which investigates civilian complaints against officers, is also struggling, particularly with staffing.

The report also noted “concern” about the city’s lack of any recruitment strategy to replace Smith and that city officials “disregarded” advice from the monitoring team. The monitoring team said the department should analyze data collected over the last several years on what strategies have worked and what failed in recruiting officers.

“With less officers, it likely requires both changes to long-held practices as well as creative strategies to work within the reality of lower than desired numbers,” the report said. “The department could reimagine its deployment plans…to increase focus on community priorities and phase out services that do not impact community satisfaction or public safety goals.”
