At a special meeting Saturday, Borough officials also announced the hiring of an interim police chief to take over leadership of the 10-officer department, which has struggled in recent years with staffing and overtime problems.
The public portion of the meeting took about 10 minutes and was attended by three residents, one of whom argued that council should wait to take action against Baldwin until his DUI charge was settled in court. The borough went without a permanent police leader for nearly three years while Mouchette’s case worked its way through the court system. During that time, Sgt. Dennis Morris, a member of the police union, ran the department and remained eligible for overtime for every phone call, conversation and assignment that occurred outside his normal schedule. He approved his own overtime hours, which totaled 1,500 hours in 2020, and that of his co-workers.which covers 2.
PennLive did not immediately have access to Mouchette’s hiring paperwork to see whether he was considered “at-will” or whether he had a contract that required a court disposition to terminate him. Since taking the policing role in Middletown, roughly 430 miles from Atkinson, Baldwin has been largely missing from in-person selectmen meetings,The newspaper reviewed records that showed the board met 30 times since Baldwin started working in Middletown. Baldwin attended seven meetings in person, participated in 17 by phone and was absent for six, according to the Eagle-Tribune.
Overtime costs did not go down last year under Baldwin’s leadership, according to Mayor Jim Curry. Instead, costs went up, Curry said.
