An internal investigation says the officers did not violate department policy on the use of force during the arrest of Clifford Owensby in September 2021.

of Owensby went viral after it showed officers pull him from his vehicle by his arms and hair as he screamed that he was a paraplegic. Owensby filed a complaint with the department after the arrest.

Owensby’s vehicle was stopped during an investigation of a suspected drug house, WHIO report. The car reportedly was seen outside the suspected drug house and police pulled it over on a window-tint violation. During the stop, they asked Owensby to get out of the vehicle so a drug-sniffing dog could inspect it, but Owensby said he couldn’t because he was paraplegic.

Derrick Foward, the president of the Dayton NAACP, tells WHIO that if the officers were not guilty of departmental policy violations, then the policy is wrong. Dayton Mayor Jeffrey Mims Jr. released a statement saying the city and department are working on a new policy and training for officers in interacting with people with disabilities.
