Video above: PSP's 10 most wanted.Pennsylvania State Police said they responded to the call Friday around 12:50 p.m. at Shermans Creek in Carroll Township. 'A black backpack was opened and a deceased small black dog was discovered inside along with a large rock weighing over 16 pounds.
The backpack had been weighed down with the large rock to keep the dog at the bottom of the creek,' PSP said in a statement. 'The dog appeared to have been drowned after being discarded in Shermans Creek.'The dog was taken for a necropsy to verify the cause of death, police said.An animal cruelty investigation is now underway. Police ask anyone with information to contact Trooper Heller at PSP Newport, 717-567-3110.
