Tremaine Jackson was fatally shot by two Delaware State Police troopers last Thursday after he was accused of shoplifting and allegedly attempted to flee.

A letter has been sent to Weiss, Garland, Delaware Gov. John Carney and state Attorney General Kathy Jennings, Owens said.
