Rogette Harris, the chair of the Dauphin County Democrats, worked at the office for four months before the elected clerk fired her and resigned ahead of contempt proceedings.

The former office manager at the troubled Dauphin County Clerk of Court s office issued a statement Friday saying she was “wrongfully terminated and scapegoated” when she was ousted from that job.

Cole Goodman, first deputy at the office said he resigned when he learned Whitley was going to resign. Harris said she was offered an ultimatum: Resign, or be terminated. Others say Whitley replaced Sites and pushed her out, and that she appointed two political operatives to act as her first and second deputies.The Clerk of Courts Office stores and files all documents related to criminal cases, and is responsible for distributing filings and orders from judges.

Harris said she was hired because of her “extensive experience in government and organizational management,” supported by master’s degrees in public and business administration. Harris said when she started her role, there were already significant backlogs, including unopened mail dating back to October of 2023. That mail included prisoner mail, expungement orders, state police fingerprints and more.

At a certain point, Whitley allowed Harris and Goodman to receive compensation time for working extra hours.Harris has indicated she is speaking to a lawyer, and declined to answer some questions PennLive asked on the advice of her lawyer.
