City joins communities across California trying to clarify rules for growing numbers of electric bicycles
Oceanside has approved new rules for e-bikes and other 'mobility devices' including a $50 fine for violators, but with an option to take rider education classes instead of paying the penalty. The regulations require helmets and clarify rules for riding on sidewalks, in front of businesses and some other places. The ordinance is similar to ones recently approved by Carlsbad, San Marcos, Encinitas and other communities across California to deal with the surge in e-bike users.
In 61 percent of the incidents, the bicycle or e-bike rider was found to be at fault. About 16 percent of the crashes resulted in serious injuries, 21 percent involved juveniles and in 60 percent the bicycle or e-bike riders were not wearing a helmet. The new ordinance requires mobility device operators to obey all traffic laws observed by other vehicle drivers and not endanger themselves, passengers or pedestrians. Carrying passengers on non-designated areas of the device is prohibited.
