As the Supreme Court weighs extending pandemic border restrictions, Texas has sent National Guard troops to El Paso to turn migrants back to Mexico. But city and county officials say the guard isn't helping.

"We didn't come to commit crimes. We didn't come to do anything. We just came to turn ourselves in," they say in Spanish. Republican Gov. Greg Abbott deployed the guards to El Paso to create what he called a"blockade" for people crossing into the U.S.
