Oleg Deripaska, seen in 2017, earned his fortune in the chaos of the Soviet Union’s collapse.Mr. Manafort wound up in debt to Mr. Deripaska over a failed investment and offered to give him private briefings on the campaign. Prosecutors haven’t charged Mr. Deripaska for his dealings with Mr. Manafort, and Mr. Deripaska has denied any wrongdoing., including Rusal, as part of the U.S. response to allegations of Russian cyberattacks and election interference.
The U.S. later removed Rusal from the blacklist after Mr. Deripaska agreed to reduce his stake and detached himself from the EN+ Group, Rusal’s holding company. Mr. Deripaska remained under sanction personally, however, and in 2019 filed suit against the Treasury Department in U.S. District Court in Washington, saying that sanctions had wrecked his wealth and reputation. In June, a U.S. judge ruled against Mr. Deripaska.
