He was able to because information about his crimes was never entered into a federal database used for background checks. The Air Force failed to follow rules requiring that it inform the FBI about his conduct. Kelley purchased four guns, including an AR-15-style rifle found at First Baptist Church, from licensed Texas and Colorado dealers over a four-year span.
