A 22-year-old scandal exposing abuses by Oakland police resulted in a higher rate of complaints sustained against officers, and many are leaving the department amid the heightened scrutiny.

What happened over the next 22 years would reshape the Oakland Police Department and transform it into a progressive model for law enforcement agencies across California. In 2018 and 2020, the department sustained more than 15.2% of complaints, double the state average, the data show. “We haven’t seen these type of numbers since I’ve been at the department, and that’s been over two decades,” Armstrong said. “When you work in a big city that’s under the microscope like Oakland, I’m sure that can be challenging to some officers.
