Christine Baker | [email protected] Christine Baker | cbaker@pennlivA coalition of groups seeking to hold a climate change rally in Harrisburg later this spring has first sued the city government over what organizers claim are onerous and haphazard permitting requirements that effectively block its rights to free speech and assembly.
Harrisburg Solicitor Neil Grover declined comment Friday afternoon, saying the newly-filed case was still under review. The suit argues many of the city’s requirements for liability insurance coverage, traffic control plans, notification of nearby businesses and residents don’t have any reference points in city ordinances or regulations. That, plaintiffs claim, leaves people guessing as to what they need to do to comply with the law and effectively gives City Hall “unbridled discretion” to decide who gets to use public spaces and on what terms.
