Brenda Angulo’s license plate has been pinging off the Bay Area’s growing network of electronic toll transponders — into a colossal $30,000 bill.

The total Angulo owed to multiple express lane and bridge toll agencies was far worse, climbing to over $30,000 made up mostly of late payment fees and other fines, tacked on to her original charges of about $3,000. Unpaid toll debts are surging since the Bay Area has eliminated cash payments on bridges and unfurled aMotorists are warned about the start of Express Lane tolling with a highway sign message on US 101 in San Mateo, Calif., Wednesday, March 1, 2023.

State legislation approved last year also required all tolling agencies to offer payment plans. The Bay Area will give people making $29,160 or less – 200% of the federal poverty level – a monthly payment option. However, that income threshold is less than a full-time minimum wage salary in California so only a limited number of people will receive help.
