Houston police contract passes despite calls for public negotiations
In addition to the roughly $25 million going toward HPD personnel, several police initiatives are set to receive funding. Those include body worn camera equipment ; a hub for investigating guns used in shootings and other crimes ; a program to hire retired police officers as temporary employees ; and additional security at Bush Intercontinental Airport .With about 5,000 police officers and 860 civilian support personnel, over 90 percent of HPD’s budget goes toward paying its employees.
The chief also said his department has postponed millions of dollars of investments needed for its phones, radios and record-keeping systems.At-Large Council Member Sallie Alcorn expressed concern Tuesday at the department’s clearance rates — the percentage of crimes solved by police — which have flagged in recent years. Less than 60 percent of homicides were cleared in 2020. About 70 percent of homicides were solved last year, meaning a third were unresolved.
At-Large Council Member Letitia Plummer, who last year proposed eliminating hundreds of vacant civilian positions within HPD to fund reforms, said she would like to see more funding for the city’s Forensic Science Center, where investigators analyze and preserve evidence from crime scenes.
