A citywide mandate requiring nighttime businesses to install outdoor security cameras took effect Tuesday, as Houston seeks to combat surging violent crime.

While the ordinance is designed to fight crime at nighttime businesses, the policy does have detractors among business owners and the American Civil Liberties Union, who decry it as unnecessary or even unconstitutional.Which businesses must comply with the new ordinance?

Nighttime Houston businesses are required to set up security cameras and turn over surveillance footage to police, per a new ordinance.Many of these businesses already collect security footage. Some, like strip clubs, even have security guards and metal detectors to prevent crime and safeguard workers. But those that do not currently collect security footage must install cameras Tuesday or face fines.

The Neighborhood Beer Garden and Bar Association, whose members include Little Woodrows, Kirby Ice House and Axelrad Beer Garden, said the industry-wide rule is unlikely to reduce crime at businesses harboring extreme criminal activity. Ahead of the rule's passage, the group urged city officials to reconsider.Turner has sought to quell business owners' fears, calling the rule a “finely tuned” law designed with industry support.
