A report released by the Office of Inspector General Thursday found that the agencies that review Chicago police misconduct cases cannot ensure procedural fairness and consistency.

A report released by the Office of Inspector General on Thursday found that the agencies that review Chicago police misconduct cases cannot ensure procedural fairness and consistency.

The inspector general found that neither agency’s policies contain clear and actionable guidance on how their investigators should weigh aggravating and mitigating factors when deciding disciplinary recommendations, according to the report.The Police Board also does not have any formal policies to consistently and fairly determine discipline, the report said.

The inspector general recommended that COPA and internal affairs should revise its policies to require that personnel developing disciplinary recommendations must document that they have considered whether any mitigating and aggravating factors are relevant to the determination of recommended discipline, according to the report.
