Israel's president is making his first visit to Bahrain amid concerns that efforts to deepen ties with one-time adversaries in the Middle East are stalling

“There was a moment of excitement, anticipation and optimism about the Abraham Accords in some of these countries, and ordinary people in general haven’t actually seen much benefit—economic or otherwise,” Mr. Pollock said.

The accords haven’t taken off in Bahrain like they have in the neighboring U.A.E., in part because it is a much smaller market, said regional diplomats. One of Bahrain’s biggest appeals is that it can serve as an unofficial gateway to the more coveted and lucrative Saudi market. Ron Dermer, the former Israeli Ambassador to the U.S. who was a central negotiator of the Abraham Accords, has been working with Jerusalem-based Exigent Capital Group to focus on injecting Israeli investment into Bahrain.

The Abraham Accords, signed in 2020, were intended to launch a transformative new chapter for the Gulf region.Two years later, Mr. Margalit’s plans to launch a Startup City in the U.A.E. have been slowed by a variety of challenges, including a tussle between Abu Dhabi and Dubai over which Emirati city should host the venture, he said.Perhaps the biggest shortcoming for the accords has been the inability to expand the circle.
