The Joker is considered one of DC's most dangerous villains, despite having a self-confessed weakness that can easily be used against him. Sadly for Gotham City, it requires skills that the Bat-Family just don't possess.
In DC lore, England is a strange place for heroes and villains. While costumed villains in America are constantly threatening life on Earth, over the pond, villains are treated more as a quirky nuisance rather than dangerous menaces. This changes when Joker arrives in London.
Given Joker's aversion to magic, fans might consider it strange that Batman doesn't have any immediate allies in his Bat-family who specialize in mysticism to call on during a Joker attack. But it does make sense. Batman is a street-level crime fighter, and his trainees are generally people he meets in the course of his adventures who need help. He might run into a magical foe every once in a while, but then he calls on Constantine or Zatanna to help.
Batman and Joker are usually such good adversaries because they can be considered opposites. One is a scary figure that protects while the other is a fun figure that terrorizes. But when it comes to magic, they both have something in common. Batman is similarly confounded by magic, and actually tried and failed to master it as part of his training. Batman lives by strict rules, and Joker lives to break them, which means neither is comfortable with a skill set that is so inherently subjective.
