The former board of commissioners in 2019 at Rogers’ request transferred them to her office. Issues with how the work being performed was the reason the current board gave for transferring them back.As he did then he wrote there were sufficient facts stipulated by the parties to show the commissioners were violating the County Code.
The issue in this case, according to Leete, is not one of access to fiscal affairs but is one of the ability of the commissioners to control the functioning of an elected row officer and her employees.
