The attack against Riley is disturbing enough. But there were other reasons for the American public to stew about the case, such as the fact that Ibarra was allowed to remain in the U.S. after two arrests, one in New York for driving a scooter without a license and another in Georgia for shoplifting, before he murdered Riley. He lived at a migrant shelter in New York at taxpayer expense and later flew to Athens, Ga., to settle there. New York City paid for his travel to Athens.
Don’t dismiss the families whose tragedies have dovetailed with the national debate on immigration as political props. Alexis Nungaray lost her 12-year-old, Jocelyn, in June. The girl’s body was found tied up in a creek in north Houston. Police arrested two Venezuelan men who had crossed the border illegally earlier this year and had been released pending immigration hearings. One of them admitted to participating in her murder.
