Cox alleges he was overcharged with resisting arrest and assault on a peace officer, but prosecutors declined to pursue those charges, the lawsuit says. Cox was later cited for public intoxication.

Cox was taken to Parkland Memorial Hospital, the lawsuit says. Bristo escorted Cox inside an ambulance, and handcuffed and chained him to a gurney, according to the lawsuit. At the hospital, Bristo handcuffed both of Cox’s hands to a bed, the lawsuit says.Police wrote in an arrest-warrant affidavit obtained bythat Cox became agitated with Bristo and caused an argument.

the affidavit said. Cox says in the lawsuit he was assaulted without provocation and lost consciousness.
