The overwhelming majority of abortions happen before 15 weeks so that line is seen as a compromise between moderates and those who would implement far tighter restrictions.
Republicans now in the Texas congressional delegation, at one time or another, have co-sponsored or voted for legislation that would declare life starts at conception or versions of a nationwide abortion ban. “President Biden and Congressional Democrats are committed to restoring the protections of Roe v. Wade in the face of continued radical steps by elected Republicans to put personal health care decisions in the hands of politicians instead of women and their doctors, threatening women’s health and lives,” Jean-Pierre said.
