A pedestrian who was hit by a Dauphin County ambulance in March died on the side of the road after more than half an hour waiting for a medical helicopter that arrived too late, PennLive has learned.

The ambulance was originally sent to an independent-living apartment building in the early hours of March 14 for a person who had fallen at the Pennsylvania State Police, the agency investigating the crash, said they don’t know whether Csernik walked out into the road or was walking along the shoulder when he was hit. His direction of travel also remains unclear even as police close the case. State police told PennLive there was not enough evidence uncovered during their investigation regarding those details. The ambulance did not have a camera.

But as of 5:41 a.m., more than 20 minutes later, there was still no helicopter on the way. The dispatched Penn State Health helicopter could not get off the ground because of “critical system failure,” according to dispatch. The second helicopter was expected to make the 63-mile trip in 16 minutes and arrive at about 6:08 a.m. It arrived, but never took off with Csernik. Instead, the coroner’s office was called to the scene at 6:24 a.m.; the coroner arrived about an hour later to make the pronouncement of death.

State police recently submitted their final investigation to the Dauphin County District Attorney’s Office, which is declining to file charges against the driver of the EMS unit.
