The Special Operations team, which includes crisis negotiation officers and tactical support units, responded to the hotel at 2:43 p.m., police said. “We appreciate the community’s cooperation and understanding during our response, and we will keep you informed of any new developments. At one point, officers could be seen at 5th Avenue and K Street with guns drawn, looking up at the hotel.

Inside the hotel, things appeared mostly normal. A woman lounged in a chair while glancing at her phone, tourists milled around and patrons sat inside Fletcher’s bar and restaurant on the first floor. Several police officers were in the hotel lobby.
