However, state medical boards could penalize doctors — including revocation of their medical licenses — if they determined they are not licensed to practice medicine with someone who resides outside their state.

Legal experts said that since states don’t have the authority to ask foreign countries for extradition, the federal government would have to get involved and foreign countries would have to agree.
