Jeff Edwards, an Austin-based lawyer for inmates who settled with the state prison system over excessive heat at a geriatric prison north of Houston, said regulating prison temperatures is a life-or-death matter. In that 2018 settlement with TDCJ, the state agreed to install air conditioning the Wallace Pack Unit as well as on buses that transport inmates to the facility and back.

“It’s a livable place,” Edwards said. “It's not an unbearable sauna where people's lives are in danger. It’s a prison … the quality of life for every inmate at the Pack Unit is immeasurably better.” In a statement, TDCJ spokesman Robert Hurst said the department makes certain heat mitigation efforts to keep staff and inmates safe in heat “just as Texans without air conditioning access do.”
