The MTA plans a discount of at least 50% in tolls on vehicles driving in the zone between midnight and 4 a.m., specifically to encourage trucks to make deliveries during the overnight hours. The Federal Highway Administration last week tentatively approved the MTA's congestion pricing plan, triggering a 30-day public review. Final federal approval would follow.
