Coughlin's plan to help seniors would help the rich first, and leave a budget hole. So would Murphy's plan for a corporate tax cut.

Gov. Phil Murphy threatened to shut down the government in July if Speaker Craig Coughlin, a fellow Democrat, wins legislative approval for an expensive plan to help seniors, one that is tilted towards the rich.
