Rep. Donald Norcross, a former union official, voted no on a bill imposing a settlement on railroads and their workers.

The House, using its power under the Railway Labor Act, acted at the behest of President Joe Biden. The president had urged Congress to impose the contract on the industry after four railroad unions rejected it and were poised to go on strike next week. Eight other unions ratified the agreement.

A shutdown could cost the economy $2 billion a day, according to the Association of American Railroads, the trade association for the freight lines and Amtrak. They said employees were being forced to come to work when ill, or to use their vacation time to stay home.
