Starting immediately, NASCAR can now publish the National Motorsports Appeals Panel’s and the Final Appeals Officer’s justification for modifying or rescinding a penalty.Under the changes, the appeals panel and the final appeals officer may not completely remove any element of the originally assessed penalty provided in the penalty notice.

The Kaulig decision left the NASCAR community puzzled over the different decisions for the same infraction. Kaulig is now appealing that decision to the Final Appeals Officer. No date for that appeal has been set.
