The man and a partner hoped to “completely destroy” Baltimore in the attacks, according to the Justice Department—allegations that come after a string of separate attacks on electrical infrastructure.

Barron said they planned to “shoot multiple electrical substations in the Baltimore area,” while Baltimore-based FBI Special Agent in Charge Thomas Sobocinski said the two “were not just talking, but taking steps to fulfill their threats.” Sobocinski added there is “no indication” the plot was connected to other attacks on substations last year across the country.

Russell and Clendaniel began communicating and formed a relationship while the two finished up prison terms in the past few years—Russell was convicted of illegally possessing explosive materials, while Clendaniel was imprisoned for robbing convenience stores with a machete, according to theRussell and Clendaniel could not be reached for comment and it is unclear if they are represented by attorneys.
