A neo-Nazi in Florida and a Maryland woman conspired to attack several electrical substations in the Baltimore area, federal officials said Monday.

Two men were arrested, and one told police he planned to disrupt power to commit a burglary.

Clendaniel"collaborated" with Russell, the complaint said. She planned to get a weapon and identified five substations to target, allegedly saying the attack "would probably permanently completely lay this city to waste." The company noted"threats have increased in recent years" and said it has invested in projects to harden the grid, as well as in monitoring and surveillance technologies to prevent physical attacks and cyberattacks.
