New rules regulating nighttime noise in Houston took effect Tuesday, aiming to limit the volume of music coming from bars and clubs in residential neighborhoods.

. “These changes will help bring problem bars into compliance and give some much-needed relief to residents.”

Among the updates to the noise ordinance: the maximum fine for violations was doubled from $1,000 to $2,000; businesses within 300 feet of a home are required to get a new permit to play music up to 75 decibels until 10 p.m. on weeknights and 11 p.m. on weekends; and outdoor amplified sound is limited to 58 decibels until 2 a.m. and forbidden afterward.The measurement for those noise volumes would be taken from the property of any resident who calls police, under the ordinance.

Some council members, including Abbie Kamin of District C and Carolyn Evans-Shabazz of District D, have used their own budgets to buy sound meters for stations in their districts. The changes had been in the work for at least two years, but a surge in complaints this year added urgency to the council’s effort. Police data shows noise complaints against bars and clubs were up 44 percent in the first three months of 2022.
