While the number of child care spaces in Houston and across Texas has dramatically increased since the height of the pandemic, which forced many providers to shutter, large disparities remain in access for lower-income families, recently released data shows.published this week by Texas-based nonprofit Children at Risk shows that Houston and other major cities benefited from a flood of COVID relief funding to increase capacity at child care and early childhood learning centers.

The nonprofit determined the locations of child care deserts, or areas in which there is a significant population of children too young to attend public school and too few child care providers to meet demand, with September U.S. Census data and provider workforce numbers. Children at Risk created the map, which was published Thursday, to inform policy advocacy with the goal of improving educational outcomes for all students.

With nearly 65 percent of Texas students coming from families considered economically disadvantaged, many education policymakers believe subsidized early childhood education is essential to ensuring K-12 students bounce back academically as the issue of COVID learning loss lingers. “There is a big gap in disparities between what’s available for all families and what’s available for low-income ,” she said. “When we really look at our capacity for low-income families, it has not rebounded.”
