Mayor Ras J. Baraka, a former teacher and principal, called on families, community groups, businesses, coaches and others to help children learn to read.

But New Jersey’s largest school district had already lagged behind the state in its percentage of students reading at grade level before the coronavirus forced students out of schools and into remote learning. Officials said the shift to remote learning made the situation particularly challenging for a majority-minority school district like Newark due to thein reading among New Jersey’s 600-plus school districts.

“Clearly, it is all our responsibility to make sure that all our kids are reading at grade level,” Baraka said. 8. Baraka said there were no cost figures associated with the plan, though they would arise as specific initiatives were planned and implemented.
