CLEVELAND, Ohio – The Northeast Ohio Regional Sewer District is urging its customers to take advantage of programs that will lower their sewer bills – and at the same time it’s calling on the federal government to do more to help low-income water customers.
The rapid growth in customer assistance speaks to the scope of the water affordability problem nationally and in Greater Cleveland, Elting said.In NEORSD’s service area, which includes 330,000 accounts representing nearly 1 million people across 62 communities, about 40% of households have incomes less than 200% of the federal poverty level.But the Cleveland area is not alone in this regard. Water affordability is a national problem.
The sewer district is offering affordability programs at the same time it is having to pay for massive improvements, including the $3 billion Project Clean Lake that is designed to reduced combined-sewer overflows into Lake Erie and its tributaries.NEORSD’s enrollment goal was established after it conducted a rate study last year. Here are the various programs available to NEORSD customers.
Prior to 2022, the income threshold for the wastewater affordability program was 200% of the poverty level but it was increased after the rate study, Elting said. Not only was the income threshold raised, but low-income renters were added as customers eligible for the discount. * Open to all homeowners is the summer sprinkling program. It allows you to pay a summer rate based on winter consumption. That way you are not unduly charged for usage, such as water a lawn or filling a swimming pool, where the water does not feed directly into the sewer system.While the Cleveland Water Department can disconnect customers for not paying their bill, the sewer district has no such authority.
