An New York Police Department spokesperson reported 280 civil summonses were issued to city residents for public urination during the first three months of this year, an increase from 169 since last year. This comes after then-Mayor Bill de Blasio decriminalized public urination in 2016. Police issued 19,456 summonses in 2015.Meanwhile, 14% of city parks had closed their restrooms as of July 2, according to inspection data.
