Secretary of State Frank LaRose has returned from observing an election in Nigeria, as part of an American delegation, the second such trip he’s taken as Ohio’s top elections official.

LaRose said the last Nigerian presidential election in 2019, which American election observers have said was marred by irregularities, including vote buying, intimidation of voters and elections officials, and elections-related violence, fell short of Nigerian expectations. Since then, Nigerian officials have imposed elections reforms meant to promote transparency and greater public trust, LaRose said.

LaRose agreed to perform the trip to Nigeria months ago, before it was known that Ohio would be holding a second primary election on Aug. 2, a byproduct of the state’s lengthy legal battle over redistricting, in which LaRose and other Republicans repeatedly approved maps that the Ohio Supreme Court found illegal under the state’s anti-gerrymandering rules.

But LaRose said Nigerians still view American democracy in a positive light. He said the most common questions about American elections were more prosaic, like asking how and when election results were reported. Press accounts in Nigeria focused on the group’s assessment that the emergence of two additional viable opposition parties could lead to a run-off election next year, which would be the country’s first.

While in Abuja, the national capital, LaRose said he visited a restaurant co-owned by a Columbus-area woman he recently met while promoting state minority-business programs. One night, before one of his regular calls with staff, LaRose had just finished a four-mile run around the city. LaRose also saw camels and small lizards he said were ubiquitous.
