The house had been deemed 'uninhabitable' but police had heard the resident, Randall Brown, refused to leave. Instead, they found dogs left alone for weeks.
A Susquehanna Township man is charged with multiple counts of animal cruelty after three dogs were found in an “uninhabitable” residence, left for weeks without food and water.
Four dogs were found in his home living in “deplorable conditions” months later after he had been ordered to leave, according to the affidavit. Three of the dogs were in need of serious medical treatment. Officers returned to the property on June 6 and found that all the placards and warnings about the property being uninhabitable were removed, according to the affidavit.
On June 28, officers went back to the home and tried to make contact with Brown. He did not answer, but officers heard quiet barking coming from inside. They returned on July 6, but again could not make contact with Brown.
