How does our “democracy” — our Constitution — allow one person, elected by less than 1 percent of the population, to threaten the lives and livelihoods of the rest of us? John Stuart Mill’s “On Liberty” was required reading at the University of Texas in the 1970s. The biggest surprise to my young self was the breadth of attention paid by Mill to the care the majority must take to make sure the minority isn’t abused. It’s admirable.

Today, political minorities are abusing the majority. And our Constitution permits it. There appears to be no way out. Multiple polls show Americans want action on climate. How are we going to get that action if our current system actually prevents us from acting?
