The Maricopa County Attorney's Office declined to criminally prosecute the officers because the rocks thrown by Osman"posed a serious threat." Public records show the city has agreed to pay $5.5 million to resolve the case. The Phoenix City Council will review the settlement during a meeting on Nov. 1.
