Russian President Vladimir Putin threatened to limit the export of grain from Ukraine, charging falsely that the West has been deceiving the developing world by largely keeping for itself food stocks

The Kremlin leader’s threat also highlights the risk that Russia could undermine the grain deal through procedural objections. To continue functioning, the agreement requires the cooperation of Russia, Ukraine, Turkey and the U.N., the four parties that signed the deal in July. Neither Russia nor Turkey have any direct control overFigures dated Aug. 27 from the U.N.

U.N. officials have said priority would be given to poorer countries once a steady flow of ships resumed to and from Ukraine’s Black Sea ports. The destinations of the ships are currently decided by the international market for grain, they said. “How can they change the deal? They can’t tell us where to sell. It’s an open market,” said Elena Neroba, a London-based analyst with Maxigrain, a Ukrainian agricultural brokerage. “They use wheat like a weapon.”one million metric tons of food products in August

Exports have also increased across Ukraine’s land borders and last month the country exported 4.5 million metric tons of grains and seeds, a 66% increase on the previous month. While still below the six to seven million metric tons that could be shipped before the war, August’s tally was well above the tonnage being shipped in the first few months of the war when less than a million metric tons would make it out of Ukraine.
