Burns, the CIA director, said that Mr. Putin had been for years stewing in a"combustible combination of grievance and ambition," and had embarked on a military invasion based on a number of flawed assumptions.

"He is likely to double down and try to grind down the Ukrainian military with no regard for civilian casualties," he added, predicting"an ugly next few weeks."
